Oh thank you Internet for maturing the genre of the [insert topic] drinking game!
I did a search on vintage Google for presidential drinking games from 2001 and earlier and the best results was this little number. It's from 1992 and is intended for play during the presidential debates between Bush, Clinton & Perot.
The explanation of the rules probably sum up a 1992 web/newsgroup user better than anything else:

The rules are much more straight-forward and sincere than this election's prompts. Such as:
Take a drink when Bush describes children going to bed without the fear of nuclear war.
or
Take a drink when Clinton "says "change."
Compare and contrast this drinking game from the Huffington Post:

I think that it's fair to say that our expectations have slightly lessened.
